Xingtuxinke's "Key Technological Equipment for Flood Control and Emergency Rescue" Project Successfully Passes Acceptance by the National Ministry of Emergency Management

2025-03-13

On December 29, 2024, the Department of Science and Information Technology of the Ministry of Emergency Management convened an acceptance meeting for the "Key Technological Equipment for Flood Control and Emergency Rescue" project. As the leading unit, XingtuXinke, in collaboration with the Changjiang River Scientific Research Institute of the Changjiang Water Resources Commission and Hubei Dronlink Technology Co., Ltd., undertook the project on "Integrated Aerial Technology and Equipment for Rapid Inspection of Levee Hazards." After three years of technological breakthroughs, product development, emergency drills, and practical applications, the project successfully passed expert review and acceptance evaluation organized by the Ministry of Emergency Management and has now been officially approved.

Levees are the most widely used flood control engineering measure globally, crucially preventing floods and safeguarding lives and property. In China, the total length of levees exceeds 430,000 kilometers. However, prolonged service has led to increasing issues such as structural damage and seepage, posing significant threats to levee stability. Traditional manual inspection methods are costly, prone to missed or false detections, and struggle to accurately identify hazards under adverse weather conditions, posing considerable safety risks.

To meet the high-precision inspection demands for seepage, piping, and slope instability risks during flood seasons, our company has developed an integrated aerial technology and equipment system for rapid levee hazard inspection. This system comprises aerial unmanned devices, ground terminal equipment, and a levee hazard big data platform. Utilizing an autonomous drone flight platform, it establishes an "aerial three-dimensional inspection" model, enabling remote aerial patrols, real-time positioning, image transmission, photographic evidence collection, and other functions. Furthermore, with artificial intelligence and neural network algorithms, the system automatically detects and accurately predicts various levee hazards, including seepage, piping, and collapses, achieving automated risk detection.

Through rigorous testing, the system has achieved a 95% recognition rate for piping hazards. This significantly enhances the efficiency of levee inspection personnel, enables timely risk identification, and effectively prevents potential disasters.

Levees, as the most widely used flood control engineering structures worldwide, play a critical role in preventing floods and safeguarding lives and property. In China, the total length of levees exceeds 430,000 kilometers. However, over extended periods of service, issues such as structural damage and improved the multimodal piping detection method, enabling rapid identification of piping images using both visible light and infrared imaging.

Our company developed a levee piping data acquisition and testing method, enhancing the efficiency and accuracy of piping data collection. Designed a portable real-time levee piping detection device, significantly improving detection efficiency and practical application.

We have successfully deployed this equipment to support emergency flood control and rescue missions in multiple cities across China. The integrated aerial technology and equipment system for rapid levee hazard inspection ranks first among industry manufacturers in both identification accuracy and speed. It has received high recognition from the Ministry of Emergency Management and provincial emergency departments.

Additionally, the system was successfully utilized by the emergency bureau of a national-level new district for levee inspections during the flood season. Video data was transmitted in real-time to the levee hazard big data platform, achieving a 100% completion and on-time rate. This significantly reduced the workload of inspection personnel while enhancing the command team's real-time situational awareness across multiple levee areas.

During the project implementation, our company applied for six invention patents, fully demonstrating our technological innovation capabilities. Additionally, this equipment was selected for inclusion in the Ministry of Emergency Management’s "Catalog of Advanced Flood Control and Emergency Rescue Technologies and Equipment."

Currently, the integrated aerial technology and equipment system for rapid levee hazard inspection has been successfully deployed in multiple emergency scenarios, setting industry benchmarks.
